Some yes some no. Just like all other cultures. A lot depends on where you are going to meet these girls. If you meet them in the bars and clubs you will have about as much luck there finding one (trustworthy, caring and loving) as you do right here in the states. On the average I think the girls are quite a bit more conservative but they have sharp minds . . . and to tongues when they are offended. They are a proud people but not like American with our loud and ostentatious ways. Thankfully only Americans are like Americans (don't puff up I'm American too). Your avatar is blond. If you're blond you won't have a problem meeting girls. Your approach should be very polite and humble, almost subdued like you are trying to feed a fawn by hand.

You will find a huge difference between American born Vietnamese girls and the ones living in southeast Asia.
Don't bring up the war and don't talk politics, it's not like here in the states on that score. I'd recommend a book if you are going to be there for any length of time (see the link). It's fun to learn and use a foreign language.
